APARTMENT INSPECTION ORDINANCE COMMUNITY MEETINGS

Thank you to everyone who attended one of the two community engagement meetings hosted by me, as Chair of the Housing and Affordability Committee, and Mayor Pro Tem Martha Castex-Tatum, Chair of the Economic Development Committee. Your feedback was invaluable and will guide our efforts as we work to protect vulnerable residents living in unacceptable conditions and hold landlords and property owners accountable. Together, we are committed to getting this right for all Houstonians.

AIR QUALITY MONITORS INSTALLATION

Cleaner air is finally here. My office has made meaningful progress on an initiative we’ve been working on for the past year with the installation of three new air quality monitors at Wilcrest and Westpark Drive. Oftentimes a lot of attention is given to the cancer cluster in Fifth Ward and concrete batch plants in East Houston but on the west side we also have a concrete batch plant in Westchase. For those that live in that area, please note that you can track the air monitor readings on Houston Health Departments’ Outdoor Air Quality website. You can navigate the map or type in the location of the monitor you’re interested in.

FRUITS OF THE FAITH & AFFORDABLE HOUSING SUMMIT

Oftentimes, it can feel as though our work is in vain, but on Sunday I was reminded that we are truly meeting the moment through our Faith and Affordable Housing Summit. I had the privilege of attending the groundbreaking of the Boynton-Houston affordable single-family home development in Third Ward—an initiative made possible by a connection formed at the summit between Courtney Johnson Rose, Broker/Owner of George E. Johnson Properties LLC, and Alvin Johnson of Texas First Bank. From that introduction, she connected him with Boynton Houston CDC, and here we are today.

The summit was created to support faith leaders who had a vision to reinvest in their communities but needed the technical assistance to bring those visions to life. Standing at Sunday’s groundbreaking, it was inspiring to see those visions taking shape. The 13 infill lots acquired through Midtown are now on their way to becoming new single-family homes—many made possible by relationships formed directly through the Faith and Affordable Housing Summit.

We are already planning our third summit for October and look forward to continuing this exponential impact in affordable housing alongside our faith communities. More updates to come.

Ahead of the first apartment inspection ordinance community meeting on Feb. 19, Council Member Thomas spoke with FOX 26 in front of one of District F’s most notorious apartment complexes on Ashford Point, emphasizing Houston’s renter majority and pushing for proactive inspections.
She was also featured along with Mayor Pro Tem Martha Castex-Tatum in the Houston Defender.

Council approved a $546,000 appropriation and a contract amendment with BGE, Inc. to advance valve, piping, and electrical upgrades across multiple groundwater facilities and well sites serving District F.

Council approved a $5.5M appropriation and awarded a contract to Grava, LLC to begin FY2026 citywide drainage rehabilitation, including storm sewer repairs, outfall and inlet work, and roadside ditch improvements.

Council accepted the completed roadway rehabilitation work and approved the final $9.46M contract amount for improvements along Richmond Avenue (Dunvale Rd to Hillcroft Ave) and Kinney Road (South Dr to Bissonnet St).

Council approved the appropriation of $1.45M in Uptown TIRZ Bond funds to support single‑family activities under the New Home Development Program

Celebrating Black History Month with the City Controller’s Office
Council Member Tiffany D. Thomas joined Controller Chris Hollins for his annual Black History Month celebration honoring the legacy, leadership, and cultural contributions of Black Houstonians. She was accompanied by about 40 students from her Next Gents Suits for Success program. The event also featured Houston Texans Head Coach DeMeco Ryans and his wife, Jamila Ryans, along with acclaimed Houston-native gospel singer Yolanda Adams.
Black History Month Read-In
Council Member Tiffany D. Thomas gave opening remarks and read an excerpt of Betty Before X by Ilyasah Shabazz for a Read-In to children and adults at the Robinson-Westchase Library on Feb. 19.
Lunar New Year Celebration

Council Member Thomas participated in the Vietnamese New Year celebration on Feb. 21 by wearing the traditional Áo Dài and offering the greeting “Chúc Mừng Năm Mới” (Happy New Year) to attendees. The celebration featured a ceremonial tribute to ancestors, a palanquin parade, dragon dances, cultural performances, authentic Vietnamese cuisine, folk games, and a traditional multicultural costume showcase highlighting the rich cultural heritage of the Vietnamese community.

O’Donnell Black History Month Program
Council Member Thomas joined the O’Donnell Middle School on February 26 in honor of Black History Month reflecting on the contributions, struggles, and achievements of African Americans in Texas whose stories have shaped our nation.
Houston Reads Day
Council Member Tiffany D. Thomas participated in the sixth annual Houston Reads Day at Cummings Elementary School on Feb.27, where she read “Joy Goes to Mexico” by Joy Saxton to Pre-K and kindergarten students.
Council Member Thomas greeted Houstonians from a horse on Saturday to ring in the 2026 Houston Livestock Show and Rodeo season.
Spotlight on Black Civic Leadership: A Jack and Jill BHM Event
Council Member Tiffany D. Thomas also served as the keynote speaker for the South Belt Houston Chapter of Jack and Jill of America, Inc.’s Black History Month event, “From the Ballot to the Bench.” She spoke about the history of Black political activism in Houston and how that legacy continues to guide advocacy for families today.
Loving On Our Seniors
District F Office Public Service and Community Engagement Specialist, Sarai Robinson, continued our office’s annual Loving on Our Seniors where dozens of gift baskets were distributed to Piney Point seniors for Valentine’s Day on Saturday.
Indian Film Festival of Houston 
Council Member Thomas had the honor of attending the opening of the afternoon film screenings on Saturday and delivering remarks that highlighted the international cultural collaboration reflected in this event. During the ceremony, she was also proud to present a proclamation on behalf of the City of Houston, recognizing the festival’s ongoing contributions to arts, culture, and global storytelling in our community.
Boynton-Houston Affordable Home community groundbreaking
Council Member Thomas had the honor of attending and giving remarks at the Boynton-Houston Community Development Corporation’s groundbreaking for a new affordable housing community with 13 homes in Third Ward—an initiative that came to fruition through a connection made at our 2nd Annual Faith and Affordable Housing Summit.
Air Quality Monitors Up In District F
On Monday morning, three air quality monitors were installed in Westchase at the intersection of Wilcrest and Westpark Drive. These took nearly a year in the making and is a result of our office’s collaboration with the Houston Health Department and CenterPoint Energy so that nearby residents have access to breathe clean air.
CASE for Kids City Connections Grantee Recognition Event
Our office’s Chief of Staff, Lambda Green, represented Council Member Thomas at the CASE for Kids City Connections Grantee Recognition Event held on Thursday at Houston City Hall’s Legacy Room. The event, hosted by the Harris County Department of Education’s CASE for Kids division honored local grantees for their commitment to supporting youth enrichment across Houston and highlighted program successes and provided space for community partners to connect.
Championing Affordability: Council Member Thomas Leads Discussion at National Symposium
Council Member Thomas moderated a panel on Thursday at the National League of Cities’ Terner Labs in New York City as part of its Housing Innovation Symposium: Aligned Action for Housing Solutions. The discussion focused on elevating innovative programs and policies aimed at increasing housing affordability by catalyzing private‑sector investment and advancing strategic public policy changes. Her participation underscored the City’s commitment to collaborative, forward‑thinking housing solutions.

METRO Expands 500 Downtown Direct Service to Hobby Airport

As of Feb. 22, METRO has expanded airport access with new service to William P. Hobby Airport (HOU) on the 500 Downtown Direct.

The updated route continues to serve the George R. Brown Convention Center, while adding stops at the Downtown Transit Center and other key downtown locations. View the updated 500 Downtown Direct route map.

Winter Storm Uri Home Repair

The City of Houston Housing and Community Development Department has simplified the application for the Single-Family Home Repair Program, making it faster and easier for homeowners impacted by Winter Storm Uri to apply for recovery assistance. Yes, funds are still available for eligible homeowners to receive up to $100,000 for home repairs (rehabilitation), up to $300,000 for full reconstruction, and up to $10,000 reimbursement for out-of-pocket storm repairs.

Additionally, the Plat Activity Report contains biweekly information from PlatTracker about plats, replats, public hearings, variances, and special exceptions to plats that will be considered at the upcoming Planning Commission meeting.

The report provides application information for each agenda item; compiled by the City of Houston Planning and Development Department. The excel format can be sorted based on particular data, such as location or council district.
