I hope each of you enjoyed Memorial Weekend and took time to honor those who deserve to live on in our history books and in our memory forever.

This newsletter is full of updates, post-event links, and resources for you and your neighbors. I want to focus my remarks on the city’s upcoming budget vote and public safety.

FY27 City of Houston Budget

As you all are aware, the city’s proposed budget includes an administrative (trash) fee of $5.00 for the first two years, increasing to $25.00 by 2029. I have raised several concerns about the budget structure, including the implementation of this fee and the decision not to allow the City Council to vote on the increase separately before budget hearings. The item is expected to be tagged (delayed one week) and will reappear on the agenda on Wednesday, June 10.

Homicide at Old Wells Fargo on Hillcroft

On Thursday, May 28, I joined the family of Jadarius Roberts (also known as Jade), alongside KHOU’s Orko Manna, to encourage the public to come forward with any information related to the homicide that occurred on January 2, 2026. As we arrived, the building was in the process of demolition—a significant step forward in addressing long-standing blight—but also a bittersweet moment, as it was the last known location of Jadarius/Jade. It is reported that approximately 15–25 individuals were living at the site. If you know anything, please contact HPD at 713-308-3600 or Crime Stoppers at 713-222-TIPS. Watch the clip here.

Vice Raid on Richmond at Jeanetta

A SWAT raid took place on May 27 in the Midwest near Tanglewildge/Westmont and Carver Crest subdivisions. Illegal gambling activities are no secret on this side of the district. I want to applaud HPD for their continued efforts, including the after-hours task force we stood up in 2022 after the closing of Chemistry Lounge. A shooting took place in the same parking lot, maybe 24 hours before the raid. $350K in cash was recovered during the raid. For those of you who have worked with my office and have been vocal in helping us identify suspicious activity – thank you. Your efforts are working. Please continue tethering to Midwest HPD and let us continue working together to create safer communities.

Ebola Update
On Wednesday, May 27, Dr. Tran, with the Houston Health Department, provided City Council with an update on protocols in place following IAH being designated as an entry site for individuals potentially affected by Ebola. As someone who served during the COVID-19 pandemic, I can say that we are in a much stronger position, and there is no immediate cause for alarm regarding the spread of the virus. That said, I have requested formal communication from HHD so we can share clear guidance with the public. In the meantime, you can watch her report here.

Container Replacement Requests

As of May 28, District F has 78 active requests in 311. The Hot Spot team successfully reduced a backlog of over 300 requests that had accumulated due to delays within Solid Waste during the department’s restructuring. At this time, the Hot Spot team will no longer handle container replacements. Requests will now be managed directly through Solid Waste following standard 311 protocols. I want to extend my deep appreciation to the District F Hot Spot team for their flexibility and willingness to support broader office needs—especially in addressing ongoing quality-of-life concerns.

Unhoused Clinic with West Houston Assistance Ministries

Our work to address homelessness on the Westside continues. Starting on Monday, June 1st, from 8-11 a.m. at West Houston Assistance Ministries10501 Meadowglen Ln, Houston, TX, 77042. At the same time, our partners at Agape Christian Fellowship have continued to assist those we serve with their Texas identification and personal documents, such as birth certificates, which can be a barrier to employment. We have secured/sponsored 7 IDs and around 5 birth certificates. One step closer to restoring people’s dignity. I have a major announcement coming soon in collaboration with SD 13 State Senator Borris Miles. I am proud of our effort and, more importantly, the results. Condolences

My sincere condolences to the family of Bill Jameson. I could always count on Bill and his wife to attend community meetings and stay engaged through their work with the Catalina Square HOA. The last time I saw Bill was at Jason’s Deli on Wilcrest last September. He was holding court—sitting with another gentleman, planning how to save the world, in true Bill fashion. He emailed me in January about meeting for coffee, and we never aligned our schedules. I was unaware of his passing until I ran into his wife at the TCEQ public meeting last week and noticed he was not by her side. Time is swift. Make the time. Take the time.

 Justice for Jadarius “Jade” Roberts at Hillcroft Demolition Site
As demolition continued Thursday at the former Wells Fargo Bank on Hillcroft, Council Member Thomas joined Jennifer Davis, the mother of Jadarius “Jade” Roberts — who was tragically killed and discovered at the site in January, just weeks before his birthday — to speak with KHOU 11. They reiterated the urgent call for justice and encouraged anyone with information to come forward to support the ongoing HPD investigation.

Houston Health Department Gives Update on Ebola Outbreak
Director Dr. Theresa Tran briefed the council on Wednesday, providing facts and details about the Ebola outbreak ahead of the World Cup. She outlined the screening process and clarified that the risk remains low in the region.
Council Member Thomas shared several key updates at this week’s City Council meeting, including construction progress across District F, details about the upcoming Climate Action Campaign People’s Hearing, and the launch of our 4th annual Swim Safety Clinic. Catch up on the highlights below.
Appointing Alvin Johnson to the Houston Housing Finance Corporation 
Council Member Thomas had the privilege of appointing Alvin Johnson of Texas First Bank to the Houston Housing Finance Corporation in council on Wednesday, May 20, 2026. This appointment is one of the few she has made during her time in office, and it is a responsibility he is exceptionally well‑qualified to carry. Congratulations, Mr. Johnson.

Budget workshops for the City of Houston are coming to a close as the council prepares for a vote on Wednesday, June 10.

There will be a public hearing ahead of the vote at 9 a.m. in the Anna Russell Council Chamber at City Hall.

HOUSING AND AFFORDABILITY
Council Member Thomas, on Tuesday, chaired May’s monthly Housing and Affordability Committee Meeting, where the Houston Housing and Community Development Department presented its Single Family program. Applications for the DR-21 program for Winter Storm Uri repair have now closed, and the department is accepting applications for the DR-24 program for the May 2024 Derecho and Hurricane Beryl home repairs.

The City of Houston Housing and Community Development Department (HCD) is currently accepting applications for the CDBG-DR24 Multifamily Notice of Funding Availability (NOFA), supporting long-term recovery efforts in communities impacted by the 2024 Derecho and Hurricane Beryl.

Backed by up to $52 million in Community Development Block Grant Disaster Recovery funds, this opportunity will help support the construction, rehabilitation, and acquisition of multifamily properties serving low- to moderate-income households in Houston.

This NOFA is part of the City’s broader $300+ million disaster recovery funding strategy outlined in the Annual Action Plan for Disaster Recovery 2024 Derecho and Hurricane Beryl.

Qualified multifamily developers and property owners are encouraged to review the NOFA and apply.

INFRASTRUCTURE UPDATES
Upcoming Synott Road Improvements
Milling and overlay work on Synott Road between Alief Clodine Road and Bellaire Boulevard will begin on June 6 and will take approximately 25 working days to complete. The estimated cost of construction is $680,000, and SER Construction Partners, LLC is the project contractor. For questions, residents may contact Project Manager Adrian Carter at (713) 829‑0260.
Drainage Rehabilitation Project in Ashford Park
A work authorization has been issued for drainage rehabilitation along Westwick Drive (Skymeadow Dr. to 3235 Westwick Dr.) Construction is scheduled to begin on Monday, June 1, 2026, and is expected to last approximately 60 days. DL Glover Utilities, LLC will carry out the project and residents may direct any construction-related questions to Senior Project Manager Bryan Gropp at (832) 395-2965.
Ashton Village Drainage Project Update
The Ashton Village Drainage Project, a current SWAT initiative, is underway across Ashlock Drive, Ashclift Drive, Ashfield Drive, Richmond Avenue, Skymeadow Drive, and Westpark Drive. This major infrastructure improvement project carries an estimated construction cost of $6,087,272 and aims to enhance long‑term drainage capacity and neighborhood resilience.

Progress on Huntington Village Sewer Repair

The ongoing sanitary sewer repair project at 12439 Huntington Field continues to progress. Houston Public Works has been actively addressing unforeseen construction needs and coordinating with contractors to keep excavation and manhole reconstruction work moving, with additional adjustments made to ensure long‑term system reliability. Our team remains in close communication with HPW to monitor progress and respond to resident concerns.
CONSTITUENT SERVICES
How to Submit & Track 311 Requests

Residents are encouraged to report all non-emergency concerns, including trash, recycling, heavy trash delays, potholes, and drainage, through the City’s 311 system by calling 3-1-1, submitting online, or using the app. After submission, a case number will be provided and should be saved for reference.

To receive assistance from the District F office, constituents should submit a 311 request, keep their case number, and email it to Sarai RobinsonPublic Service and Community Engagement Specialist, at [email protected] or [email protected] for follow-up and escalation.

Additional Guidance

  • Trash, recycling, or heavy trash delays: Email the case number and photos of the issue to assist with follow-up
  • Requesting a new trash or recycling bin: Submit a 311 request first, then send the case number to the District F office
  • Parking violations: Provide the vehicle’s make, model, color, and license plate number when filing with 311

Important
311 cases may show as “closed” while departments continue working internally. Constituents are still encouraged to send their case number to the District F office so staff can provide accurate updates and timelines. We cannot escalate or address concerns without a valid and recent 311 case number.

Sidewalk Requests
Sidewalk maintenance and repair requests fall under the purview of the neighborhood and are typically initiated through the City’s 311 system. The District F office does not process individual sidewalk requests directly.

For neighborhood-wide or HOA-led requests, it is recommended that the HOA submit a single, coordinated application to the District F office, along with the associated 311 case number. This ensures the request is properly documented and can be reviewed for potential next steps.

Depending on the scope of the project, the District F office may be able to explore funding options through Council District Service Funds (CDSF). If the request involves ADA compliance concerns or required accessibility upgrades, the office may also coordinate with the Mayor’s Office and appropriate city departments to pursue additional funding opportunities. As with all service requests, a valid 311 case number is required for follow-up and escalation assistance.

Community Preparedness: Hurricane Season Resources
As hurricane season begins, the City of Houston’s Office of Emergency Management encourages all residents to stay informed and prepared. Sign up for AlertHouston to receive timely text or voice updates on severe weather, emergencies, and road closures.

Residents who may need extra assistance during emergencies are urged to register with the State of Texas Emergency Assistance Registry (STEAR). This free program helps emergency responders identify individuals who may require additional support during evacuations, including people with disabilities, limited mobility, medical or functional challenges, or communication barriers.

Ensuring Clarity on the Doty Landfill Project
After offering public comment at the Doty Landfill meeting on May 18, Council Member Thomas attended the Alief Super Neighborhood 25 meeting on Tuesday evening to ensure members clearly understood the details and discussion surrounding the project. She discussed fiscal year 27, the imposed trash fee, and delayed construction projects.

She emphasized the importance of advancing public health, highlighting a shared commitment, strengthened knowledge, and ongoing collaboration to enhance the well‑being of communities across the state.

Council Member Thomas attended the Alief ISD Service and Retirement Banquet on May 15, to celebrate this year’s retirees and express gratitude for their years of dedication to students and families. During the program, she had the absolute privilege of joining her 10th-grade biology teacher, Mrs. Chelia McCoo Dogan, as she received her retirement certificate in recognition of her service and contributions to the district.

Council Member Thomas attended the Texas Expo Corporate Awards Luncheon, a premier business event in Houston celebrating leadership, entrepreneurship, and economic empowerment. Climate Action Campaign hosts Houston People’s Hearing
The Climate Action Campaign (CAC), a coalition that has organized a series of “people’s hearings” in areas hard-hit by climate-fueled weather disasters, will host a Houston people’s hearing with the Union of Concerned Scientists, Air Alliance Houston, Environment Texas, and others on May 30th from 2-4 PM at the Deluxe Theatre on Lyons Ave.  Council Member Thomas will attend and receive testimony given her championing of investment in communities with Beryl recovery funds.

PERMITS
The Permit Activity Report provides activity information regarding any new construction, remodeling, or change-of-use permits by zip-code in an effort to inform citizens of activity in their neighborhoods.

Obtain additional information about permits by contacting Houston Public Works (HPW) via 311, or by visiting their Permitting Center website at www.houstonpermittingcenter.org. If you have further questions about any permits, please contact the Code Enforcement Group at 832-394-9494.

Additionally, the Plat Activity Report contains biweekly information from PlatTracker about plats, replats, public hearings, variances, and special exceptions to plats that will be considered at the upcoming Planning Commission meeting.

The report provides application information for each agenda item; compiled by the City of Houston Planning and Development Department. The excel format can be sorted based on particular data, such as location or council district.
