Dear Friends:
Two weeks ago, there were significant changes through redistricting. You need to be aware of how that impacts you and District F. Congressman Al Green represented District F in TX-9, Congresswoman Lizzie Fletcher, TX-7, now represents us. Similarly, at the county level, we were represented by Harris County Precinct 3 Commissioner, Tom Ramsey, Jack Cagle, Harris County Precinct 4 Commissioner, now overlaps our district.
Why is this important? In my role, working with other elected officials often amplifies our priorities at the county and federal levels, such as public safety, infrastructure, and economic development. As a voter, you need to pay attention to recent changes and remain engaged with their offices. I have provided their contact information at the bottom of the newsletter.
November is a particular month for many reasons, Thanksgiving, fall sports, and Veterans Day. District F is the home to many veterans and families of those who served our country well. I want to support and acknowledge you in our newsletter and during the city council. Would you please complete the survey so we can recognize your service?
As we head towards the last quarter of 2021, please save the District F Annual Meeting date, Thursday, December 9th at 6 PM. More details will be provided. Eager to report our outlining our work around constituent services, public safety, community engagement, and infrastructure projects. I would love for you to join us and hear your feedback.
Lastly, like many of you, I was devastated to learn of the murder of young Kendrick Lee in the Alief area. I have received many inquiries from individuals and families regarding the siblings currently in protective custody and their needs. I am in conversation with the appropriate authorities. If and when I receive information regarding clothing and other items, I will be sure to share it through all available platforms.
Be kind to people; it might just be the only light they experience that day.

We would like to welcome Johnathan Johnson for joining our team as the new Constituent Services Liaison.
He was born and raised in Tulsa, Oklahoma and moved to Houston in 2016 to attend the University of Houston. Johnathan graduated from the University of Houston in Spring 2019 with a Bachelor of Arts in Economics and Political Science with a minor in African American Studies.
Before joining the Office of Councilmember Tiffany D. Thomas, he worked full time at Harris County at the Office of the Treasury and Civil Court and interned in the Office of Congresswoman Sheila Jackson Lee.
He is one of 4 siblings, a guitar player and an Astros fan. Johnathan’s favorite thing about Houston are the weather and the diversity of the citizens! |

SOLID WASTE OPERATIONS UPDATE

Residents with 1st and 2nd week tree waste services should be made aware of current service delays, if possible, please hold debris at this time. Updates will be provided.
Residents who wish to dispose of their junkwaste or tree waste may use one of our six Neighborhood Depository/Recycling Centers. SWD crews are working to complete delayed routes and ask all residents to remain patient as they move forward.

REMINDER: OFF-ROAD DITCH REHABILITATION STARTING ALONG MEADOWDALE DR. INTERSECTION WITH ANN ARBOR DR.

Work Authorization No. 5 has been issued to perform off-road ditch rehabilitation starting along Meadowdale Dr. intersection with Ann Arbor Dr.
The Notice to Proceed for Construction has been scheduled to commence on Monday, November 8, 2021, and end by Tuesday, March 8, 2022.

Please note the following public meeting update:
- The public meeting that was scheduled for Nov. 4th to address construction at the High Star Lift Station location will be rescheduled to a later date closer to the start date for that portion of the project (Summer 2022).
- HPW will send out flyers “Project Notice’s” to inform citizens on the 3 remaining Lift Station’s in which all the work will take place behind the fence and has a low level of impact to the community.

CDSF PROJECT COMPLETE:
TOMPILLA LANE FROM MILFOIL LANE TO INDIAN BLANKET LANE

Houston Public Works recently completed sidewalk repairs for Tompilla Lane from Milfoil Lane to Indian Blanket Lane using $69,000 of FY21 council district service funds. See photos below of the completed project.

On November 3, 2021,City Council passed an ordinance that will launch a pilot program to subsidize merchant onboarding and subscription fees for Mercato Inc., an online grocery delivery service for residents in low- and moderate-income areas. With a finalized agreement approximately 40 small, independent grocery stores will serve 1000 residents with 7 grocery stores being in District F. |

ELECTION UPDATE
THREE OF FOUR ALIEF ISD BOND PROPOSITIONS PASSED
|
|
In Alief ISD, three of four bond propositions to build and renovate schools and purchase new equipment passed. More than $540 million in bonds for the district went before voters. The approved measures will require an increase in property taxes.
The only proposition that failed according to unofficial returns was for $19 million in bonds to renovate Crump Stadium at Elsik High School.

ALIEF ISD TRUSTEES
In Alief ISD, District 4 incumbent Darlene Breaux, an instructor for the Texas Education Policy Institute, defeated challenger Debby Pepper.
In the three-person District 5 race, Harvey Anh Tong bested Randal Stewart and Donald Murphy Guillory with a plurality. There was no incumbent in the race.
District 6 candidate Trustee Jennifer Key, a former administrator in the district, defeated challenger Ronald “RB” Franklin, parent of a high school student in the district.
Candidate Gregg Patrick defeated Damon Barone in the District 7 race, which had no incumbent.

HOUSTON HOUSING DEPARTMENT GROUNDBREAKING

|
New Hope Housing Savoy includes 120 new apartments, all of which will be reserved for affordable housing for low-income residents. The community will include one, two, and three-bedroom apartments, providing options for individuals and larger families. Rents will range from $400 to $1,400, depending on income. In addition to providing stable housing, New Hope Housing Savoy will include on-site amenities to provide wrap-around services so that residents can work to find stable homes and build thriving futures. The free services will include case management, supportive services, education, recreation programs, and more.The City of Houston will contribute $13.2 million towards creating New Hope Housing Savoy through the Harvey Multifamily Program. In addition to the City’s contribution, New Hope Housing Savoy will draw on tax credits granted by the Texas Department of Housing and Community Affairs (TDHCA) and $6.4 million in charitable contributions. |

Temenos Place will be a new supportive housing development specifically aimed to prevent homelessness and intervene where people are already facing homelessness, by providing stable transitional housing and wrap-around social services. Temenos Place will replace units lost to TxDOT as well as expand the total amount of permanent supportive housing operated by Temenos CDC. All units will be studio apartments restricted to people with lower incomes, allowing services to be provided to the most vulnerable residents. On site, an integrated care team will include a nurse practitioner, licensed case manager, peer specialist, and psychiatric support. Along with these on-site staff members, Temenos CDC will provide customized services to all residents, such as health and wellness services, transportation assistance, food support and others. |

As the Chair of the Housing and Community Affairs Committee, CM Thomas takes great pride in working on city, state, and federal issues. On November 3rd her team attended a walking and bus tour with the Housing Department and the General Land Office (GLO). The tour included developments that use DR-17 funds for multifamily, HOAP, single family, buyout, and public services. |
