District F Residents,

I am excited to announce that a second round of funding for the City of Houston’s Rental Assistance Program has been unanimously approved by City Council, totaling $20 million. In my role as Chair of the Housing and Community Affairs Committee, I had been in talks with Mayor Turner about this for quite some time. With adverse economic conditions and housing insecurity still a reality for far too many Houstonians, I felt this rent relief package was absolutely necessary. It does not entirely solve our ongoing housing crisis, but this second round of the Rental Assistance Program will be an important lifeline for the countless residents whose lives hang in the balance:

  • Maximum assistance per tenant is $2,112.
  • Tenants will be awarded the assistance based on vulnerability prioritization–not on a first-come, first-served basis.
    • Anyone within the 80% AMI with a lease can qualify (apartment, single-family, duplex, etc. within City limits)
  • Tenants must be behind on August’s rent or prior months.
  • Landlords participating in this program must agree to waive all late fees and interest for the rent payments made through this program, refrain from initiating the eviction process or rescind an existing eviction process through September, and agree to an interest-free payment plan for any remaining balance beyond $2,112 through November.
  • If a landlord participates in this program and accepts payment for one tenant, the no eviction rule applies to all other tenants in the complex as well through September.
  • $500K of the funding is set aside to support those already facing evictions for legal support
  • Cities cannot do this alone and we are actively requesting the State and Congress to provide additional support
  • The application process will begin in the coming weeks

To speak remotely at Public Session each Tuesday:

  • All speakers must register in advance (Monday by 5 p.m.)
  • All public comment will occur starting at 2 p.m.

  • You must remain on mute until the Mayor recognizes you to speak. When your name is called, press *6 (star six) to unmute yourself, and press *6 (star six) again, to mute yourself after your timed comments are heard. You will then have 1, 2, or 3, minutes to speak and then the bell will ring.
  • If you speak out of turn, the meeting administrator may mute you.
  • If you speak out of turn again, you may be removed from the meeting.
  • Speakers who are late or do not speak up when their name is called will not be able to speak.
  • Please hang up or disconnect to leave the meeting.
