Dear Residents and Friends of District F,
Tomorrow night many of us will gather with friends and neighbors at community parties throughout the city for National Night Out (NNO). For nearly 30 years, NNO has brought together citizens, law enforcement agencies, civic groups, businesses, neighborhood organizations and local officials as a way to strengthen community-police partnerships and reduce crime.
Last year I attended several neighborhood parties in District F, and am looking forward to doing so again tomorrow night. For more information on NNO or to find parties in your area, call HPD’s Public Affairs Division at 713-308-3200.
Public Hearing for Upcoming City Bond Propositions
Voters will see city charter amendments and $410 million worth of bond propositions on the ballot in the upcoming election. Public meetings have been held to give Houstonians the opportunity to learn more about these proposals, and a final public hearing is scheduled for this week. The hearing will take place on Wednesday, October 3 at 6 p.m. in the Council Chamber of City Hall, 901 Bagby St.

Bidding on Beechnut Reconstruction Underway
Not a week seems to go by without a citizen or two contacting my office about street issues on Beechnut. The good news is that help is on the way: we are just a couple of months away from the start of construction on Beechnut between Wilcrest and S. Kirkwood, the stretch in District F. A construction contractor will be be selected for the project by October 18. Construction is on track to start as early as December.
UPDATE: Dairy Ashford Road Improvements
Public Works has been busy completing repairs on Dairy Ashford over the past few weeks. Since I first announced road improvement plans in August, about 18,000 cubic feet of concrete has been replaced from Westheimer south to Westpark. This work is largely complete, with only a small amount of curb repair remaining. Dairy Ashford from Westpark to Beechnut, though overall in good shape, does require repairs to a few areas. This work is on-going.
The stretch from Buffalo Bayou south to Westheimer, which is in the worst shape, is planned for panel replacement and concrete repair later this month.
Volunteers Needed for Tree Planting Project
Community leaders in Alief need volunteers to help plant 30 fruit trees won this summer in the Communities Take Root national contest sponsored by the Fruit Tree Planting Foundation and Dreyer’s Fruit Bars. The tree planting will take place at the Alief Community Garden (8400 Dairy View Ln, across the street from Youngblood Intermediate School) on Saturday, October 13 at 11 a.m. The garden received more than 27,000 online votes in this year’s contest.

HOUSTON FIRE FEST 2012
Saturday, Oct. 20
Bring your family and friends out to the Houston Fire Department’s Val Jahnke Training Facility (VJTF) on Saturday, Oct. 20 for the annual Houston Fire Fest.
Hosted jointly by the Houston Fire Museum and the Houston Fire Department, Fire Fest is a FREE fun family event that aims to raise awareness among children and their parents about fire and life safety, and show them the dangerous job firefighters do every day to help keep our communities safe.
The festival will also include several live fire and rescue demonstrations throughout the day that you won’t want to miss:
- Diesel Tank Fire
- Bus Fire with Extrication
- Tanker Truck Fire
- Ladder Truck Aerial Competition
- House Fire Demonstration
The Safety Skills Zone will include :
- Flashover Demonstration
- Ventilation Demonstration
- Extinguisher Demonstration
- Thermal Imaging Camera Demonstration
Proceeds and sponsorship of Fire Fest benefit the Fire Museum’s outreach and education programming, as well as VJTF and its programs to train firefighters.

FREE DOCUMENT SHREDDING FOR INDIVIDUAL RESIDENTS
 The city of Houston, in partnership with Data Shredding Services of Texas, Inc., is offering free on-site document shredding services to individual Houston residents once a month at different locations throughout the city. The following locations will host shredding services in October and November:

28TH ANNUAL WINGS OVER HOUSTON AIRSHOW
Saturday, Oct. 27 & Sunday, Oct. 28
 The 28th Annual Wings Over Houston Airshow takes flight Saturday, Oct. 27 and Sunday, Oct. 28 at Ellington Airport with thrilling aerial performances, aerobatics and demonstrations. A highlight of this year’s event is the U.S. Navy Flight Demonstration Squadron, The Blue Angels. The team exhibits choreographed refinements of skills possessed by all naval aviators.
This year’s Wings Over Houston Airshow welcomes several new additions to the legendary event including the U.S. Air Force’s newest fighter aircraft, the F-22 Raptor, the U.S. Marine Corp MV-22 Osprey demonstration and the Air National Guard Flash Fire Jet Truck.
Returning favorites to the 2012 Wings Over Houston Airshow include the always-popular Tora!Tora!Tora! reenactment of the World War II air power attack on Pearl Harbor and the CAF’s Red Tail Project, an interactive theatre and display featuring the story of the Tuskegee Airmen. The event also features military demonstrations performed by the Air Force Heritage Flight, the U.S. Coast Guard MH65C Dolphin Helicopter and the Texan II.
“Wings Over Houston Airshow strives to bring new, exciting world-class aviation demonstrations and exhibits each year. This year, we are especially proud to be one of the few airshows to demonstrate the F-22 Raptor,” said Bill Roach, executive director of Wings Over Houston Airshow. “We appreciate our loyal volunteers, sponsors, fans, performers and members of the media as the event could not be a success without each and every one of you.”

HEAVY TRASH PICK-UP DAYS CHANGING NOVEMBER 1
 Continuing its efforts to maximize cost savings, provide efficient service delivery and engage in proactive customer service, the Solid Waste Management Department is improving heavy trash and tree waste service across the city.
Effective Nov. 1, 2012 residents (and their immediate community area) will have a new heavy trash/tree waste service date. Regular trash pick-up will remain unchanged. The change in service date will provide for the following:
- Less confusion with neighborhood collections schedules.
- A single service day for major community areas.
- Easier to read/interpret service maps for customers and 311 operators.
- Easier management of routes.
- Budget savings in fuel and maintenance.
- Greater availability for department support for community-based beautification projects.
Residents will receive multiple direct mail pieces from the Solid Waste Management Department about the upcoming change and information on their new service day. For more information log on to Solid Waste Management Department’s website at www.HoustonSolidWaste.org.
As a final note, the alternating months for tree waste and junk waste WILL NOT CHANGE. Only the monthly service day will change. Solid Waste personnel will service areas on the same day each month for either regularly scheduled tree waste or junk waste collection.

COMMUNITY BREAKS GROUND ON $25 MILLION BELLAIRE BLVD RECONSTRUCTION PROJECT

Dozens of community and business leaders joined District F Council Member Al Hoang, Mayor Annise Parker and District J Council Member Mike Laster last week at a ceremonial groundbreaking for the Bellaire Boulevard Access Management and Widening Project.
The project consists of the complete reconstruction of a two-mile stretch of Bellaire Boulevard, the main corridor through Sharpstown and Asia Town, and all underground utilities between Rogerdale Road and Osage Street. When completed, the project will relieve traffic congestion and improve traffic flow, increase drainage capacities and beautify the esplanades and right of way.
Council Member Hoang, whose district includes much of the construction zone, asked for the public’s patience during construction. “As with any project of this magnitude, there may be some temporary utility interruptions, traffic backups or other inconveniences,” but noted the contractor will coordinate with residents and businesses before planned disruptions take place to minimize impact and ensure businesses are not cut-off from their customers. “When finished, Bellaire Boulevard will once again be a signature corridor that will not only improve mobility, but greatly enhance our entire community,” Hoang added.

Crews will be required to shut down construction activities for the December holidays and through Asian New Year to allow holiday shoppers as much unrestricted access to businesses as possible. Off-duty peace officers and certified flaggers will also be assigned throughout the construction zone and especially at schools to ensure the safety of motorists, pedestrians and construction workers, and keep traffic moving.
The $25 million project is being funded through Tax Increment Reinvestment Zone (TIRZ) monies and will be managed by the Houston Public Works and Engineering Department. The entire construction project is expected to last 18 to 24 months.
