A Holiday Message from Commissioner Lesley Briones
Dear Chris,
The holidays are my favorite time of the year. The joyful spirit of the season is on full display throughout Precinct 4. Our team recently hosted a toy drive to support families in need, and we’ll soon distribute the gifts to brighten the holidays for local children. Our community centers are welcoming residents for holiday events that bring people together and celebrate our shared community spirit.

Winter Wonderland Festival on Saturday, December 13th.
In addition to the festivities, we’re continuing the work that strengthens our community year-round. This month, we’re connecting neighborhoods by building an additional four miles of new sidewalks, launching Feed the Fridge to provide free, healthy meals for families in need, improving drainage to reduce flooding, and introducing a composting program at our libraries to help residents live more sustainably.

Commissioner Briones Champions Passage of Harris County’s First Comprehensive Worksite Safety Policy
Harris County Commissioners Court approved a historic Worksite Safety Policy, the first unified system in the county
to strengthen oversight, accountability, and protections for workers on County-funded construction projects.
Commissioner Briones Launches Major Ditch Project to Tackle Drainage Challenges
Keeping families, homes, and businesses safe from flooding is one of Commissioner Lesley Briones’ top priorities.
Recently, Precinct 4 Road & Bridge crews began clearing over 9 miles of roadside ditches. This work is guided by
a targeted, data-driven approach that uses flood history, 311 calls, Hurricane Harvey data, and floodplain maps to
prioritize the areas that need it most.
Commissioner Briones Launches New Community Fridge at Freed Community Center
Feed the Fridge, a national nonprofit focused on tackling food insecurity, stocks community fridges with fresh,
nutritious meals prepared by local restaurants. Ayla Patel, a high school student and Spring Branch resident,
raised $13,000 to bring the program to Houston and reached out to Precinct 4 to host the community fridge at Freed.

has worked diligently to bring meaningful improvements to your community, and we look forward to celebrating and
showcasing these enhancements with you at this festive event.
Pitner Park Mural Celebration
December 9 | 4–5:30 p.m.
Pitner Pocket Park

Join Commissioner Briones for the official unveiling of a stunning new mural at Pitner Park. This vibrant piece
celebrates the cultural identity of Spring Branch and is an example of community planning in action.
Winter Festival
December 13 | 3–7 p.m.
Bayland Community Center
6400 Bissonnet Street, Houston
Partners from across Precinct 4 will help host an array of enchanting experiences, including creative arts and crafts
and captivating live performances that will fill the air with holiday tunes. Additionally, we will host a dazzling
holiday light display, perfect for a scenic hayride through the park.
Virtual Town Hall
December 18 | 12–1 p.m.
Join Commissioner Briones on your lunch break for a Virtual Town Hall on Thursday, December 18. Residents will hear
updates on key infrastructure projects and can provide feedback directly to Commissioner Briones and her Precinct 4 team.

Houston storms changed the course of Chris Rincon’s life
Today, Chris Rincon serves Precinct 4 as the assistant manager of the Freed Community Center in Spring Branch — but
his commitment to helping others began long before he held a title.
