Pet Adoptions
The adoption fee for a dog or cat is $75.00. This fee includes the cost of surgical sterilization (spay/neuter) of the animal, vaccinations, and other necessary medical services while the animal has been in the care of BARC. The fee also includes the first year’s city license.

On behalf of my family, staff, and all District F constituents, I want to extend our heartfelt condolences to the family and friends of HFD Senior Captain Thomas Dillion. We are grateful for his bravery and 22 years of service with the Houston Fire Department.
Captain Dillion, 49, died in the line of duty on March 14 while battling a small apartment fire in District F. He collapsed after the fire was extinguished from a cardiac arrest. Captain Dillion was assigned to Station 69 in west Houston. He was riding as Senior Captain for Station 76 (on Cook Rd.) when he died. He is survived by his three children ages 15, 17, and 26.

Keegans Bayou Trail
As mentioned at last month’s CIP meeting, City Council will be voting on allocating $1.5 million to a joint project with TxDOT for a new hike and bike trail later this week. Keegans Bayou Trail will run along Keegans Bayou from S. Kirkwood (near Cummings Elementary) east/northeast to S. Gessner (near Brae-Burn Country Club) where it will connect to Brays Bayou Trail. I am confident my colleagues on council will approve the project. I will have more on this in next month’s newsletter.
W. Bellfort Reconstruction Ahead of Schedule
Public Works informed me last week that the project is ahead of schedule. Weather permitting, the contractor is scheduled to complete the remaining eastbound paving in the next month. After the main lanes have been completed, the contractor will begin the reconstruction of the S. Kirkwood intersection, which will take another month to complete. The project should be wrapping up in the next couple of months and begin the final completion process shortly thereafter.
UPDATE Citations Issued to Illegal Itinerant Vendors
As I mentioned in last month’s newsletter, HPD’s DRT unit has been cracking down on illegal street vendors who trespass on private property (usually vacant lots) and set up shop along major thoroughfares in District F. DRT officers have informed me that in the past couple of weeks several more citations have been issued. Officers have made contact with some of the property owners and gotten trespass affidavits signed, which will help officers enforce trespassing laws. HPD will continue to monitor these areas.

HOUSTON TO HOST PARADE HONORING IRAQ WAR VETERANS
 Mayor Parker and Houston Astros Owner and Chairman Jim Crane invite all Houstonians to come downtown this Saturday, April 7, 2012, for a welcome home parade honoring returning Iraq veterans.
The parade, sponsored by the City of Houston in partnership with the Astros 2012 opening weekend festivities, will step off from the corner of Texas and San Jacinto at 4 p.m. and proceed east on Texas to Crawford and then north (left) on Crawford to Congress, ending at Minute Maid Park.
At the end of the parade, the troops will proceed inside Minute Maid Park for a special on-field ceremony just prior to the Astros 6:05 p.m. game. The program will feature a proclamation from Mayor Parker and representatives from the military. In addition, Chase, in partnership with Operation Homefront, will present one Iraq war veteran with the gift of a mortgage-free home. The recipient will be a veteran who has applied through the Operation Homefront application process.
The Astros will provide free tickets to the uniformed parade participants and their immediate families. Ticket distribution will be coordinated through the Mayor’s Office of Veteran’s Affairs. Additionally, the Astros are offering discounted tickets to friends and extended family members, parade participants and veteran’s organizations through www.astros.com/troops.

HPD CAPTAIN TO BUSINESS OWNERS: HELP US HELP YOU
Primarily for businesses south of Westheimer, west of S. Gessner
HPD Westside Captain Michael Skillern has informed Council Member Hoang’s office that, while police continue to see a decrease in almost every part one crime in the area, commercial building (businesses) burglaries remain constant.
Captain Skillern says that of the businesses recently burglarized, 84 percent had no alarm system to alert police of what was happening. This means thieves were able to break in and take their time stealing whatever they wanted and officers had no idea anything was happening until the next morning.
So help HPD help you: If you don’t currently have a monitored alarm system installed in your building/business, you are substantially more likely to be targeted. So consider this small investment – an alarm system would far outweigh the loss associated with a break in.
In addition, consider filing a Trespass Affidavit with HPD. The affidavit allows officers to stop and question anyone on your property after business hours and, if necessary, jail them on a trespassing charge without having to contact you. Captain Skillern says this will go a long way toward preventing loitering and may also stop some of those loitering before they can burglarize your facility.
Simply complete and return the affidavit to the Westside police station at 3203 S. Dairy Ashford (at Richmond) where it can also be notarized. For more information, contact Westside at 281.584.4700.

HOANG, HPD & RESIDENTS HIT THE STREETS TO PREVENT CRIME
Council Member Al Hoang, Houston police officers and Citizens Patrol members went door-to-door in two District F neighborhoods last month to educate residents and neighbors on ways to prevent crime.
Hoang and officers assigned to HPD’s Westside Neighborhood Services unit started the day in the Meadow Village neighborhood before moving on to Catalina Square. With the assistance of the neighborhoods’ Citizens Patrol, they walked several streets and spoke with residents about ways to secure their property to make it harder for criminals to strike.
“Criminals are always looking for an easy target,” said HPD Sergeant Neil Maurer. “So we are here showing residents how to become less of a target by doing some simple things.” Installing alarm systems and quality deadbolt locks, securing doors and windows at all times, and ensuring valuables are not left in plain sight can greatly reduce the likelihood of being burglarized, they told residents.
 Hoang has organized similar crime prevention block walks in the past and says residents really appreciate this positive interaction with officers. “Walking these neighborhoods to remind residents that officers are here to serve the public is beneficial to everyone and helps strengthen relations between the community and police.”
Days before, officers assigned to HPD’s Ranchester storefront conducted a similar canvass in a large apartment complex in a different part of Hoang’s district. In January, Hoang and HPD also partnered to share crime prevention tips in a neighborhood that experienced a significant increase in crime.

CITY UNVEILS PLANS FOR NEW BARC ADOPTION CENTER
 The City of Houston unveiled design plans for a new Adoption Center at BARC, the City’s animal shelter and adoption facility.
The plan announced consists of several phases and is located on a 2.2 acre parcel of land adjacent to the existing BARC facility, acquired via a tax sale. The first phase will be funded by $4.1 million of Capital Improvement Project monies appropriated for the renovation of BARC since late 2009. BARC and the Houston BARC Foundation will launch a Capital Campaign to finance the remaining phases with private funds.
The first phase of the BARC Adoption Center will include features such as a dedicated parking lot and driveways, Welcome Lobby with free roaming cat “display windows”, two dog adoption suites, and a “nursery” for young dogs available for adoption. Phase I will also include a courtyard that will ultimately serve as a quadrangle, a green space enclosed on four sides, with areas for animals to exercise and for BARC animals to get acquainted with potential adopting families.
 The Adoption Center plans include four subsequent construction phases: additional dog and cat adoption suites, administrative space for volunteer training and events, and clinical areas to house a low-cost, high-volume spay/neuter clinic. The Adoption Center Capital Campaign goal is to raise the estimated additional $8 million to complete the project.

FREE CHILDHOOD IMMUNIZATIONS
The Houston Fire Department and the Blue Cross Blue Shield Care Van program will continue to provide free childhood immunizations to Houston area children 18 years of age and younger through May 17. Check the chart below for upcoming dates and locations.
A parent or guardian with identification must accompany the child. A copy of the child’s current immunization records is also required.
